S'pore's social welfare spending does not just function as a safety net to catch those who fall through the cracks, but rather, it propels or bounds them upwards after catching them...think our Workfare instead of Welfare mantra, where instead of giving money, we subsidise their training so that they can earn their own money and be self-reliant. That adage that comes to mind: Give a man a fish and he eats for a day; teach him how to fish and he eats for a lifetime.
